Much have been spent in the modernization and enhancement of security in public places, such as hospital. This security system was installed at my hospital since past 4 years...thousands of ringgit spent. The clock is still functioning but the system no longer working... This is one simple example on how government's money was spent without proper maintenance, eventually become a decrorative item only.
